Arizona CARE Team: CPS agency understaffed, overwhelmed with cases

Arizona’s Child Advocate Response Examination Team, or CARE Team, appointed by Gov. Jan Brewer released its report regarding thousands of reports of child abuse that went uninvestigated.

The CARE Team said one-specific issue is not to blame for the entire situation, however, a multitude of problems created a domino-effect of bad judgement and practices that led to 6,500 cases being marked “N.I.” or “Not Investigated.”
